Asserts that the current IScopeContext value has the specified property and its value deeply (loosly) equals the expected value.
Parameters
- this: IAssertScope
  The current IAssertScope assertion scope.
- name: string | number | symbol
  The name of the property to check.
- Optionalvalue: any
  The expected value of the property.
- OptionalevalMsg: MsgSource
  The message to display if the assertion fails.
Returns IPropertyResultOp
The new "instance" (object) to be used as the this for the chained operations.

An AssertionFailure if the current value does not have the specified property.
